Russian Center of Science & Culture Kathmandu organized a talk programme on "Federal structure of Russian Federation" on the occasion of the Constitution Day of Russia (December 12) on 10th December at RCSC. The programme was jointly organized by (with) Nepal Council of World Affairs. Representatives of partner NGOs, social scientists, Russian compatriots in Nepal, journalists and students participated in the programme.
Key speaker of the programme, Director of Russian Center of Science and Culture Dr V.V Novikov underlined the importance and historical background of the federal constitution of Russia and said federal constitution holds the democracy basic law, its system, market economy and mechanism of the country.
“The federated structures of the Russian Federation are based on its state integrity, the uniform system of state power, delimitation of scopes of authority and powers between the bodies of state power of the Russian Federation and the bodies of state power of the subjects of the Russian Federation, equality and self-determination of the peoples in the Russian Federation,” he opined. He also added that the Constitution of the Russian Federation is still in the process of improvement.
During the programme, Nepalese speakers told that Nepal should learn from the Russia’s experience of constitutional development. This is very important for the country like Nepal, which is going to form the basis federated statehood.
